Sub : Constitution of Study Groups on Common Economic Zone for National Capital Region.

Background

The NCR concept which was conceived in the First Master Plan of Delhi in 1962 and given a concrete shape with the setting up of the statutory NCR Planning Board, opened a new vista for inter-State co-operation and planned development through harmonisation of policies & balanced regional development.

2. The region covers an area of 30,242 sq. kms. which includes the entire NCT Delhi (1483 sq. km.) and parts of the three adjoining States of Haryana (13,413 sq. km.) Rajasthan (4,493 sq. km.) and Uttar Pradesh (10,853 sq. km.)

The Regional Plan 2001, Sub-regional Plans and Functional Plans on Transport (1995), Power (1996), Telecommunication (1997), and Industry (1998) were to achieve the common objectives through systematic development. During the implementation of the Plan, it was felt that there was a need for creating a Common Economic Zone' (CEZ) for achieving the objectives. This was discussed in a meeting taken by the Prime Minister and he desired that the matter be examined.

4. The idea was further explored in a meeting held under the Chairmanship of Shri Jagmohan, Hon'ble Minister for Urban Development & Poverty Alleviation on 31-5-2001 with the State Chief Secretaries and Secretaries of the concerned Central Ministries. They welcomed the concept of a Common Economic Zone' for the NCR. It was felt that the details related of creating a Common Economic Zone' (CEZ) could be discussed in Study Groups to be set up so that strategies could be worked out.

Concept

5. Since NCR is an inter-state region, the various State Governments have, from time to time, put in place policies to woo the economic activities in their respective areas. These measures have often led to serious imbalances in the location of economic activities. Such measures have included fiscal concessions, lower tax rates, educational requirements. etc.

6. To usher in balanced and harmonised development of the region, it is necessary to look at the NCR as a unified area, not only for spatial development but also to achieve uniformity in fiscal policies and a common purpose. This objective is possile only by treating NCR as one economic/one opportunity zone.

9. The Study-groups will be empowered to constitute such sub-groups/sub-committees as it may deem necessary consisting of officials and non-officials to examine one or more issues germane to its functioning to achieve these objectives.

10. The Study-groups may also co-opt one or more persons as its member (s) if necessary for the satisfactory completion of the task entrusted to it.

11. The secretarial support for the Study-groups shall be provided by the NCR Planning Board.

Key issues and Action areas

Provision of adequate financial Resources for implementing the development programmes in NCR.

Key issues : (i) Under Section 7 of the NCRPB Act, 1985 the Board has been assigned besides others the function to arrange and oversee the financing of selected development projects in the NCR through Central & State plan funds and other sources of revenue.

(ii) In order to augment long term financial resources and implement the regional development projects envisaged in the Plans, the NCR Planning Board has prepared Fiscal Plan for IX and X Plan period which worked out in detail the investment requirements and the modes of resource generation through various agencies and sectors. The Fiscal Plan was based on the recommendations of the Sub-group on NCR constituted under the Working Group on infrastructure set-up by the Planning Commission for the 9th Plan.

(iii) The amount released by the Ministry of Urban Development to the NCRPB during 7th Plan (1985-90) was only Rs. 29-67 crores as against allocation of Rs. 35Crs. In the subsequent Annual Plan 1990-91, 1991-92, an amount of Rs. 10 crs. and Rs. 12.25 crs. were released respectively. During the 8th Plan (1992-97) the Ministry released an amount of Rs. 174 crs. as against the allocation of Rs. 200 crs. For the 9th Plan period the NCRPB has requested for budgetary support of Rs. 800 crs. but an allocation of Rs. 200 crs. has been made. Out of which Rs. 174 crs. has been released from 1998-2001.

As no infrastructure development could be done in the NCR area with such meagre resources the dependency on IEBR has increased. In the year 1997-98 NCRPB has raised Rs. 226-40 crs. through taxable and taxfee bonds and similarly in the 1998-99 Rs. 284 crs. were raised through taxable and taxfree bonds. In the Annual Plan 1999-2000, the Board had requested for an allocation Rs. 137 crs. through taxfree bonds and Rs. 147 crs. through taxable bonds. But the Board has not received any allocation towards taxfree bonds and hence restrained itself in raising comperatively costly taxable bonds from the market.

It is extremely important that the cost of raising bonds/funds by NCR Planning Board should be as low as possible so that the repayment of loan by participating States, taken for the schemes with the long gestation period and low return, is made easy and financially viable. Unless this is ensured, States within NCR would be reluctant to take the loan assistance and this will be contrary to the interest and achieving the goals and objectives set forth in the Regional Plan - 2001. The lending rate of interest is based on the cost of raising bonds from the market and hence this cannot be less than the cost of raising such funds unless (i) the grant from the Ministry is substantially increased to bridge the gap in the interest rate, (ii) permission to raise taxfree bonds in substantial quantity is granted to NCRPB and (iii) development programme in the NCR should be granted the status of priorify sector and be decalred as eligible for institutional loans at concessional rate of interest.

Action areas : - Planning Commission should ensure that each of the Central Ministries and the member States structure separate NCR Sub-component Plans within their respective Five Year/Annual Plans incorporating in them the envisaged development programmes together with the requisite financial allocations so that such Sub-component plans aggregate to the NCR Component Plan at the National level.

- The grant from the Ministry is substantially increased to bridge the gap in the interest rate.

- Permission to raise taxfree bonds in substantial quantity be given so that NCRPB could provide funds at a lower rate of interest, payable on longer period, as the gestation period of many NCR development projects, especially infrastructure projects are of longer duration.

- Development programme in the NCR should be granted the status of Priority Sector and be decalred as eligible for institutional loans at concessional rate of interest.
